Abstract: Droughts, floods and other natural catastrophes related to climate change belong to a class of global risks that have downstream effects on the economy and productivity of settlements, social cohesion and administrational institutions. This represents growing challenges for adaptation strategies and disaster management. In order to increase the overall resilience of socio-ecological systems, civil society will be compelled to draw from its self-organisation rather than relying on increasingly unstable established structures.
